CSS MPT Guide: Syllabus, Sections, Passing Marks & a 30-Day Plan
The MCQ-Based Preliminary Test — universally shortened to the MPT — is the first hurdle in the CSS process and, for most candidates, by far the easiest. This guide covers exactly what it tests, how it's marked, and how much of your preparation time it actually deserves.
What is the MPT?
The MPT is a screening test introduced from the CSS 2022 examination cycle onward. It exists to filter the applicant pool before the written examination, and it is entirely separate from the twelve papers that determine your final merit.

Two of these facts change how you should approach it. There is no negative marking, so every question should be attempted — leaving a question blank guarantees the same zero as answering it wrong. And appearing does not consume one of your three attempts, so there is no strategic downside to sitting it even if you feel underprepared.

Note the weighting: English alone is a quarter of the paper, and the combined general-knowledge and reasoning block is by far the largest section. A candidate strong in English and general awareness clears the MPT with comparatively little dedicated revision.
How difficult is the MPT, in practice?
This is the single most useful piece of information for planning your time, and it rarely appears in MPT-focused marketing material.
In the CSS 2022 MPT — the first year the test was held — FPSC's result notification recorded that 49,038 candidates appeared and 48,787 qualified. That is a pass rate of 99.50 per cent. Only 247 candidates, out of nearly 50,000, failed to clear it.
Compare that to the written examination, where the CSS 2025 pass rate was 2.77 per cent. The gap between these two numbers is the single most important planning fact in this entire guide: the MPT screens out almost no one, while the written examination screens out almost everyone.
This does not mean the MPT should be ignored — a candidate who fails it is removed from that cycle entirely, at real cost. It means the MPT deserves efficient, time-boxed preparation, not months of a preparation calendar that should be spent on the written papers.
A 30-day MPT preparation plan
This assumes you are already working through your main CSS preparation and are layering MPT-specific practice on top, rather than starting preparation from zero.

The single highest-value habit in this plan is the full-length timed mock. Two hundred questions in 200 minutes is a pacing exercise as much as a knowledge test — roughly one minute per question, including time to reconsider answers you're unsure of. Practising the pace matters as much as practising the content.
Test-day strategy
- Attempt every question. With no negative marking, an educated guess has a positive expected value and a blank answer has none.
- Move past questions that stall you. At roughly a minute per question, a single question is not worth three minutes of your fixed 200. Mark it and return if time allows.
- Start with your strongest section to build momentum and banked marks before tackling weaker areas.
- Watch the clock at the halfway point — by minute 100, you should be roughly halfway through the paper.

MPT schedule
The MPT for the CSS 2026 cycle was held on 9 November 2025. The MPT for CSS 2027 is scheduled for 8 November 2026. Registration typically opens several months ahead of the test date — always confirm the current cycle's dates against the live FPSC advertisement rather than relying on the previous year's schedule.

Is there negative marking in the MPT?
No. There is no penalty for an incorrect answer, so every question should be attempted.
Does the MPT score count toward my final CSS merit?
No. The MPT is qualifying only. Your final merit is based entirely on the 1,200-mark written examination plus the 300-mark viva voce.
If I fail the MPT, does it use up one of my three attempts?
No. Only admission to the written examination with a submitted, non-blank answer book counts as an attempt.
How long should I prepare for the MPT?
Three to four focused weeks is proportionate, given a 99.5 per cent historical pass rate and a straightforward 33 per cent threshold with no negative marking.
What sections carry the most marks in the MPT?
